Allows you to create a browser-based platform-independent Help with an expandable tree-like table of contents, index and full text search from an already created compiled HTML help. You can create both frame and frameless variants based on templates. Chm2web also has a build-in chm files decompiler.

htm2chm by Yaroslav Kirillov	[recommended]	Shareware ($19.95)
Allows you to convert separate HTML pages with images as well as whole websites (for example downloaded with offline browsers) into one CHM file for more convenient storing.

CHM To PDF Converter by Theta Software		Shareware ($50)
CHM To PDF Converter is a program that converts CHM files to PDF format. It converts automatically the CHM Table of Contents to PDF Outline and consolidates all associated topic files in a single PDF. It supports the usual PDF features, including compression and 128 bit encryption.

Save to CHM		Shareware ($20)
It is smart add-in for IE to save the web pages to CHM file.

HtmlToHlp		Free for home use
HtmlToHlp is a conversion tool which translates HTML files to RTF, in order to generate Windows help files from a set of HTML files. It handles the whole conversion, including the help file compilation ! A nice replacement for complex WinHelp authoring tools : use a simple HTML editor, and make your WinHelp file with HtmlToHlp.
